How to Populate the Nation

Ever city, no matter which one, has at least a small population of NPCs left in it. These NPCs are either used by staff for things like store fronts or they are used to complete needs from the role players. The population base number is effected by how much of the city is still standing and able to be sued for housing and what not.
As role players rebuild the city, NPCs will trickle into the original base population numbers. These new NPCs can range in age, gender, and species to keep the cities somewhat diverse. With an increased base population, NPCs will begin reconstruction on their own residential districts and also be able to be hired by role players to develop other parts of the cities as builders. The more population a city has the more development will happen.
NPCs aren't always just parts of the cities either. There are wandering merchants, outlaws to be encountered, and former soldiers simply looking for a fight. There are a lot of staff used NPCs to simply keep Aehteria moving and generally interesting by keeping it realistic to the the continent's time.
