To rebuild the continent, you must contract an NPC builder or have a professional rebuild the building(s) you'd like to rebuild. It is also possible to demolish ruins to build a new foundation and building. It takes a team of 25 builders to complete an average storefront that is 20' by 10' and they would complete it, from scratch, in 60 days. Luckily, the inner of some cities are not ruined and the buildings only need repairs to be usable again.
The more builders you can afford on the construction site means the less time it will take to complete your building. You can hire an NPC builder team ranging from ten to hundreds depending on the size of the structure you are wanting. An NPC building team will also always be more expensive than hiring a building team ran by the other players since they can use competitive pricing versus the flat rate of the City-State hired laborers.
As buildings are raised, repaired, and being put back into use, the NPC population will grow. With the renewal of city life they will also begin to expand outward back to the old village locations with the help of the role players. For every expansion to cities made by role players, the NPCs will grow and develop as well. Meaning, not only the before mentioned, they will also begin to use new things the role players come up with. Whether that be a new technology made by the Winters or a better way to catalog and keep track of the days by the Ivy.
Everything about Aetheria is based on the amount of development the community puts into it. This site is a "free realm" meaning that there is no set story plot, but there is plenty to do to have your own story. Development is key into making Aetheria return to her former glory and only the role players hold the ability to reconstruct and repopulate the small continent.
